The Social Media Exchange's Arab Digital Rights Dataset is a database of laws and other legal instruments in the Arab world that have been applied or could potentially be applied to restrict digital rights. The datasets include:

(Current) A legislation dataset comprising laws and other legal instruments that have been applied or could potentially be applied to restrict digital rights.
(Forthcoming) A dataset of cases in which individuals have been detained, prosecuted, and sentenced or otherwise punished for exercising their digital rights
(Forthcoming) A dataset of campaigns or actions that have been taken, either proactively or reactively, to preserve and protect digital rights online

The site includes a map, several interactive charts, and several related research reports.
